Landlord Can Evict Apartment Occupant

Landlord sued to evict apartment occupant, who claimed that he was a tenant. The court and appeals court ruled against him. The occupant never signed a lease and never paid rent to landlord. The building was operated under the Tenant Interim Lease Program. Any rights occupant had to remain in the apartment were based only on tenant’s rights, and tenant had defaulted.
