Landlord Can Discontinue Sunday Trash Pickup

Landlord asked the DHCR for permission to modify required services by reducing the number of days garbage was collected by building staff by discontinuing Sunday collection. The DRA ruled for landlord. Tenants appealed and won in part. The DHCR found that the change in service was a reduction rather than a modification. Therefore, each tenant must get a permanent $5 monthly rent reduction in exchange for the discontinuance of Sunday trash collection.
