Landlord Can Ban Deliveries to Individual Apartments

To enhance safety for all building residents, landlord decided that deliveries could no longer be made to individual apartments. This change was recommended by local police, and exceptions were made for sick or handicapped tenants who couldn't come to the lobby front desk to pick up deliveries. Landlord asked the DHCR if this would be considered a reduction in required services. In an opinion letter, the DHCR said no. Allowing outside delivery people beyond the building lobby was an ''accommodation'' rather than a service provided by landlord.
