Landlord applied for MCI rent increases based on the installation of a new roof and parapet walls. Various tenants objected to the increases. Landlord twice asked the DRA for more time to respond to tenants' objections. Before landlord could respond, the DRA issued an order denying landlord's MCI application. Landlord appealed, claiming that the DRA didn't consider its request for more time.
