Landlord Proved PAR Mailed to DHCR on Time

Tenant filed a fair market rent appeal. The DRA ruled for tenant, and landlord appealed. Tenant claimed that landlord's PAR wasn't filed on time. The DHCR ruled against tenant. Landlord proved that the PAR was mailed within 35 days of the date of the DRA's order by submitting a U.S. Post Office certificate of mailing.
