Label Missing on Container

DOS issued a violation notice to landlord for leaving an unlabeled container out with recyclable materials. Landlord objected. She understood the recycling rules to mean that the materials had to be either labeled or placed out in a blue bag, not both. The ALJ ruled against landlord and fined her $25. Landlord appealed and lost. Landlord didn't read the rules correctly. Recyclables that are put out for collection must be labeled.
