Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord claimed that the DRA improperly disallowed a 1/40th rent increase for an interior design consultation. The DHCR ruled against landlord. This expense wasn't a fee for new equipment or improvements. So it didn't qualify for an individual apartment improvement rent increase.
