Intercom Service Transferred to Doorman Station

Tenants complained of a reduction in building-wide services. The DRA reduced tenants' rents after finding that intercom service wasn't maintained. The DRA later granted landlord's application to restore rents based on restored service. Tenants appealed, and the DHCR revoked the DRA's order. Although intercom service now worked, the intercom had been relocated without DHCR permission from the vestibule to a new doorman's station. Landlord then appealed, claiming that the DHCR's decision was arbitrary and unreasonable.

Although intercom service now worked, the intercom had been relocated without DHCR permission from the vestibule to a new doorman's station. Landlord then appealed, claiming that the DHCR's decision was arbitrary and unreasonable. The case was sent back to the DHCR for further investigation. In the meantime, the DHCR had approved an application by landlord for permission to modify the intercom services as it had already done, provided that there was no rent increase for the doorman service and that the doorman's station was covered at all times. The DHCR now approved landlord's application to restore rents.
