Installation of Carpet

Tenant complained of a rent overcharge. The DRA ruled against tenant, finding no overcharge. Tenant appealed, claiming, among other things, that landlord shouldn't have been granted a 1/40th rent increase for carpet installed in the apartment because it was ''cheap'' and the floorboards beneath it were rotting. The DHCR ruled against tenant. Landlord proved that it installed the carpet before tenant moved into the apartment and there had been no carpet there before. So landlord was entitled to a rent increase for the individual apartment improvement.
