Inspection Found Active Leak

Tenant complained of a reduction in services due to a roof leak into the apartment. The DRA ruled for tenant. Landlord appealed and lost. The DHCR's inspector used a moisture meter to record whether leak stains in tenant's apartment were from active leaks. The meter showed that there were wet leak stains on tenant's wall. So the leak condition remained, and tenant's rent was properly reduced.
