Increase Granted for Thermal Replacement Windows

Landlord applied for MCI rent hikes based on the installation of thermal replacement windows. The DRA ruled for landlord, and tenant appealed. Tenant claimed that the windows didn't operate properly. The DHCR ruled against tenant. Landlord had complied with all the application procedures for getting the MCI rent increases. Tenant couldn't complain for the first time, in a PAR, that the windows didn't work properly.
