Increase Granted for Elevator Upgrading

Landlord applied for MCI rent hikes based on elevator upgrading. The DRA ruled for landlord. Tenant appealed and lost. The work performed by landlord was done with a DOB building permit and included those elevator components that were approved for MCI increases. Also, tenant didn't prove that landlord did some of the work before getting the required permits.
