Hearing Needed to Decide if Sanctions Should Be Imposed

Tenants and HPD sued landlord seeking repairs. The court ordered a hearing to determine if sanctions should be imposed against landlord's attorneys. The attorneys appealed before the hearing was held. The appeals court ruled against attorneys. A hearing was needed to decide if landlord's attorneys acted improperly to delay resolution of the case or to harass tenants.
