Granddaughter Never Asked to Join Tenant's Household

Tenant's granddaughter claimed remaining family member status after tenant died. Landlord NYCHA ruled that the granddaughter had no pass-on rights to the apartment. Granddaughter appealed and lost. There was no proof that tenant or her granddaughter ever made a written request for the granddaughter to join tenant's household. So the granddaughter didn't meet the requirements of NYCHA's manual for pass-on rights.
