Gas Repiping Qualifies

Landlord applied for MCI rent hikes based on gas repiping. The DRA ruled for landlord. Tenants appealed, claiming that two of the 26 apartments had electric stoves. The DHCR ruled against tenants. The fact that some tenants had electric stoves didn't exempt them from the obligation to pay the MCI rent hike for gas repiping.
