Landlord applied for MCI rent hikes based on gas repiping. The DRA ruled against landlord. Landlord appealed and won. The repiping was an MCI. The fact that a small number of tenants may have had some problems with the repiping didn't bar the MCI rent hikes. But landlord was ordered to make any needed repairs to any tenant's plumbing or the MCI hike for that tenant might be revoked.
