Garbage Receptacles

Tenants complained of reduced services, claiming that landlord didn't provide garbage receptacles. The DRA cut the rents based on an inspection that found no receptacles. Landlord appealed, claiming he provided a fenced-in area for tenants' garbage, which the super then put into bags for pickup. The DHCR ruled for tenants. Landlord must provide garbage cans or receptacles for the garbage.
