Landlord applied for MCI rent hikes based on the installation of garage roofs. The DRA ruled against landlord. Landlord appealed and lost. The DRA correctly found that landlord's replacements of roofs in the five garages wasn't complete and was done piecemeal. So the work didn't qualify as an MCI.
