Landlord applied for MCI rent hikes based on the installation of a new garage roof. The DRA ruled against landlord. Landlord appealed and won. The garage roof in this case extended from the building and the garage shared a common wall with the building. The preservation of the garage roof was required to maintain the building structure and so qualified as an MCI.
