Fire Escape Was Defective

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents based on findings that the vestibule door lock and building fire exit weren't being maintained. Landlord appealed and lost. Although landlord disputed the DRA's findings, the DHCR's inspector found there was no lock on the building vestibule door, and landlord submitted no proof to the contrary. In addition, the fire exit wasn't maintained.

In addition, the fire exit wasn't maintained. The rear fire escape was defective because the fire escape and the area below it were covered with bushes and couldn't be used in case of a fire.
