Three Fire Escapes Had Peeling Paint

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that a peeling paint condition found by the DRA was minor and didn't warrant a rent reduction. The DHCR ruled against landlord. Three different fire escapes had peeling paint and were rusting. This wasn't an isolated, minor condition. So the rent reduction was proper.
