NYCHA apartment occupant sought remaining family member status after tenant moved out. NYCHA ruled against occupant. She appealed and lost. Tenant hadn't gotten written permission for occupant to live in the apartment. And occupant didn't prove that NYCHA knew she lived there and had approved of her permanent residence in the apartment.
