Tenant complained of a reduction in services. The DRA ruled for tenant and reduced her rent. Among the conditions for which tenant's rent was reduced was a finding of excessive heat. Landlord appealed, claiming that excessive heat wasn't a proper reason for a rent reduction. The DHCR ruled for landlord. The condition of excessive heat wasn't a proper subject for a DHCR service complaint. Tenant may be entitled to file a complaint with another city agency or in court if there was a hazardous condition.
