HPD Enforces Housing Maintenance Code Requirement

Tenant complained of a reduction in janitorial services. An inspection showed that the public areas and hallways of the building were clean. The DRA ruled against tenant, and tenant appealed. Tenant claimed that the building super didn't live within 200 feet of the building as required by the Housing Maintenance Code. The DHCR ruled against tenant. HPD enforces the Housing Maintenance Code. DHCR had no authority to rule on issues concerning where the building super lived.
