Elevators Not Working Properly

Tenants complained of reduced building-wide services, claiming that the elevators didn't work properly. A DHCR inspection found various elevator defects, including improper leveling. The DRA cut tenants' rent. Landlord appealed, arguing that it had fixed the leveling problem, and that the other defects were ''irregularities'' that it wasn't responsible for fixing. Landlord loses. The inspector's report showed that numerous defects remained even after the leveling problem had been fixed. And landlord was responsible for fixing these defects.
