Building Wing Elevator Wasn't Working

Rent-stabilized tenants complained of a reduction in building-wide services because an elevator was out of service. The DRA ruled for tenants and reduced their rents. Landlord appealed and lost. Landlord argued that tenants could use a walkway from one building wing to the other to use another, working elevator. So they weren't without elevator service. But landlord was referring to a walkway installed on the roof of the building. This wasn't acceptable. And there was no ongoing repair or maintenance of the non-working elevator at the time of DHCR inspection.
