Elevator Consultant Costs Disallowed

Landlord applied for MCI rent hikes based on elevator upgrading. The DRA ruled for landlord in part, disallowing any increase for the cost of an architect or engineer's elevator plan specifications. Landlord appealed and lost. Landlord employed a licensed professional contracting elevator company that warranted all work and materials to be free from defects. The contractor also agreed to obtain all required certifications needed for the work. Landlord didn't show that the elevator consultant costs were either necessary or customary to complete the elevator upgrading.
