Electrical Upgrading Qualifies as MCI

Landlord applied for MCI rent hikes based on electric rewiring. Tenant claimed that no rewiring had been done in her apartment. The DRA ruled against landlord. Landlord appealed and won. Landlord proved that the work had been done. There were only two apartments in the building---tenant's and one occupied by landlord. Landlord submitted a contractor's statement that new risers and feeders extending from the property box to tenant's apartment were installed, as well as a new air conditioner outlet in the dining room, and two new heavy-duty appliance outlets in the kitchen.
