Downstream Future Gas Connections Illegal Even if Installed Before 2008

DOB issued a violation notice to landlord for having future gas connections going downstream from an appliance. DOB's inspector testified that such connections were outlawed in 2008 under Fuel Gas Code Section 408.2. But landlord's plumber testified that the piping had existed as it was for many years and therefore was "grandfathered" in as legal. The ALJ ruled against landlord and fined it $1,600. Landlord appealed and lost. Gas was inherently dangerous and the future connections in question facilitated illegal access to the gas system.
