Doormen Must Wear Uniforms

Tenants complained of reduced services, claiming that doorman service had been reduced. The DRA ruled for tenants, finding that doormen didn't wear their uniforms or stay at the door. Landlord appealed, arguing that doorman uniforms weren't a required service as long as the doormen were doing their jobs. The DHCR ruled for tenants. Doorman uniforms are a required service because they were provided on the base date.
