DOB Issued Violation for Shifting Bricks

Tenants complained of a reduction in building-wide services based on elevator service problems. The DHCR ruled for tenants, and landlord appealed. The court and appeals court ruled against landlord. Tenants complained that bricks and plaster were falling into the building's elevator. In ruling for tenants, the DHCR properly relied on a DOB inspection that resulted in a violation for shifting bricks. The DOB violation also ordered a ''cease use'' of the elevator.
