DOB Found Illegal Cellar Apartment in One-Family House

DOB issued violation notices to landlord for illegally altering a one-family dwelling by adding a second, cellar, apartment. Landlord objected to the violation, but the ALJ fined him $2,800. Landlord appealed and lost. DOB’s inspector went to the illegal apartment. Although the occupant didn’t admit him, he saw through the open door that occupant was cooking food in a kitchen and that there was a bed.
