Dirty Water

Tenant complained of a reduction in services based on cloudy water in her bathroom. The DRA ruled for tenant and reduced her rent. Landlord appealed. The DHCR ruled for landlord and revoked the rent reduction. It is the DHCR's policy not to issue a rent reduction for complaints concerning dirty water in apartments and to advise tenants to refer these complaints to the NYC DOH.
