Dirty Courtyard and Alley

Tenants complained of a reduction in building-wide services based on a number of conditions. After an inspection, the DRA ruled against tenants and dismissed their complaint. Tenants appealed and lost. The only conditions that the inspection confirmed were that the building courtyard and alley needed cleaning. These were minor conditions under DHCR policy and didn't warrant a rent reduction. No other areas of the building were found to need cleaning.
