DHCR Inspection Showed No Vermin in Apartment

Rent-stabilized tenant complained of a reduction in services based on vermin infestation. The DRA ruled against tenant after a DHCR inspection finding no mice or roaches in the apartment. Tenant appealed and lost. Tenant claimed that HPD and exterminators had witnessed tenant's vermin infestation. But tenant told DHCR's inspector that she didn't have exterminator visits. The DRA properly relied on its own inspection report.
