DHCR Inspection Didn't Corroborate Improvements Listed on Invoices

Tenant filed a fair market rent appeal. Landlord claimed that it had made a number of improvements to apartment before tenant moved in. Tenant claimed improvements weren't made. The DRA ruled for tenant, and landlord appealed. The DHCR ruled against landlord. The DHCR had inspected the apartment and found discrepancies with what landlord claimed had been installed. The type of kitchen range was different from what landlord claimed was installed. There was a single sink instead of double sink, and retiling of the bathroom was incomplete. Landlord also claimed that a new Hotpoint refrigerator was in the apartment when tenant moved in. But this wasn't credible; tenant had to request, and pay for, a new refrigerator two years later.
