Description Doesn't Match Law Cited

DOS issued a violation notice to landlord for mixing recyclables and other trash. Landlord claimed the violation notice didn't cite the proper section of law it claimed to be based on. The ALJ ruled against landlord and fined him $25. Landlord appealed and won. City law bars commingling recyclables with other trash. But the law cited in the violation stated only that rigid, green containers should be used for recyclable paper.
