Defective Lobby Camera

Tenant complained of a reduction in building-wide services based on a defective lobby camera. He got no reception from the camera in his apartment. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the lobby camera wasn't defective. Landlord upgraded this service and the new system didn't require a connection to every apartment. The DHCR ruled against landlord. The service previously provided to tenant wasn't being maintained and the DRA correctly ruled for tenant.
