Cracked Patio

Tenant complained of a reduction in services based on several conditions. The DRA ruled for tenant and reduced her rent. But the DRA gave no rent reduction for a cracked patio because it was a minor condition. Tenant appealed and lost. The DHCR inspection showed that there were minor cracks in the patio that weren't hazardous. The DRA properly found that this condition was minor and didn't warrant a rent reduction.
