Landlord Replaced Cracked Glass Panes

Tenant complained of a reduction in services. The DRA ruled for tenant, based on a finding of loose glass panes in the building's entrance door. Landlord appealed, pointing out that tenant's complaint was that glass panels in the entrance doors were mismatched. An initial DHCR inspection showed panes were cracked and loose. Landlord replaced them before the DRA's order was issued. The DHCR ruled for landlord. Landlord had made repairs. The loose panes found on the second inspection didn't warrant any rent reduction.
