Cracked Kitchen Floor Tiles Not Minor Condition

Rent-stabilized tenant complained of a reduction in services based on a cracked kitchen floor, a defective stove and refrigerator, missing ceramic tiles on the kitchen walls, and a water leak from the living room radiator. Landlord argued that the conditions either didn't exist or were de minimis. The DRA ruled for tenant and reduced his rent, after its inspector found the kitchen floor tiles were cracked and there were shaking/loose connections on one stove burner. Landlord appealed and lost. The kitchen floor tiles were cracked.
