Cracked and Bulging Kitchen Ceiling

Landlord appealed, claiming that this was a minor condition that didn't warrant a rent decrease. The DHCR ruled against landlord. A cracked and bulging ceiling was a safety hazard that could collapse at any moment. It could also expose tenant to lead poisoning.
