Cracked and Bulging Kitchen Ceiling

Tenant complained of a reduction in services based on a number of conditions. The DRA ruled for tenant based on an inspection that showed that the kitchen ceiling was cracked and bulging. Landlord appealed, claiming that this was a minor condition that didn't warrant a rent decrease. The DHCR ruled against landlord. A cracked and bulging ceiling was a safety hazard that could collapse at any moment. It could also expose tenant to lead poisoning.
