Cost of Replacing Venetian Blinds Included in MCI Rent Hike for New Windows

Landlord applied for MCI rent hikes based on the installation of new windows, new blinds, management fees, and a water test. The DRA ruled for landlord in part, granting rent increases for the windows. The DRA said that the blinds and management fees were routine maintenance. Landlord appealed. The DHCR ruled for landlord in part. Landlord was entitled to MCI increases for the Venetian blinds. They were installed in connection with the new windows.
