Landlord applied for MCI rent hikes based on a number of improvements. The DRA disallowed any increase for replacing gas pipelines and several other items. Landlord appealed and won. Landlord's installation of replacement gas pipelines, sand and tool rental, and chimney work were all needed and directly related to the new boiler installation, which qualified as an MCI.
