Landlord applied for MCI rent hikes based on aluminum window replacements and lintel and masonry repairs. The DRA ruled for landlord. Tenants appealed, claiming that the lintel and masonry work didn't qualify as MCIs. The DHCR ruled against tenants. The lintel and masonry work was done in connection with, and was related to, the window replacement. So the work qualified as an MCI.
