Landlord applied for MCI rent hikes based on a number of improvements. The DRA ruled for landlord in part, but disallowed any rent hike for a sprinkler installation, landscaping and concrete and brick paving. Landlord appealed and won. The concrete and brick paving qualified as resurfacing work. And since the landscaping and sprinkler installation were done in connection with the resurfacing, they also qualified.
