Cartons Improperly Placed Out for Collection

DOS issued a violation notice to landlord for not putting recyclables out properly for collection. The notice stated that cardboard boxes were left at the curbside without being flattened, tied, or bundled. Landlord claimed that the boxes were from refrigerators and stoves delivered to the building next door. The ALJ didn't believe landlord and fined it $25. Landlord appealed and lost. Landlord presented no proof that warranted overturning the ALJ's findings on landlord's credibility.
