Cabinet Drawers Not Missing

Tenant complained of reduced services, claiming that there were no drawers in his kitchen cabinets. A DHCR inspector found no drawers in the kitchen cabinets. The DRA cut tenant's rent, and landlord appealed. The DHCR revoked the rent cut. The inspector's report didn't mean that the drawers were missing, but that drawers were never part of the fixturesas shown by the fact that there were no drawer openings.
