Kitchen Cabinets Were Replaced

Tenant complained of a reduction in services based on deteriorated kitchen cabinets, which she said were old and falling apart. Landlord claimed that on Oct. 25, 2003, tenant signed off on completed repairs. But a DHCR inspection on Feb. 26, 2004, found that the kitchen cabinet under the sink hadn't been repaired. The DRA ruled for tenant and reduced her rent. Landlord appealed and won. Tenant's complaint about the kitchen cabinets wasn't specific, and she had signed a statement saying that repairs were completed. So the DHCR shouldn't have conducted further inspection on that item.
