Building Is Horizontal Multiple Dwelling

Tenant complained of a reduction in services after a fire seriously damaged his building and he had to move out. Landlord claimed that the building wasn't rent stabilized. The DRA ruled for tenant and reduced his rent to $1 per month. Landlord appealed and lost. The DRA correctly ruled that the building was part of a horizontal multiple dwelling. Tenant's building and the building in front of it had common ownership and facilities. The apartment also was registered as rent stabilized with the DHCR, and tenant had a rent-stabilized lease.
